Our staff attorney says that guidance she saw from the SOG suggests providing an alternative access in case they don?t have internet access. Yes, we published the call-in information only for our special called meeting, I feel comfortable provide the full Zoom audio/video link going forward. We went ahead and upgraded to the Zoom Webinar feature and that allows you to split your attendees into Panelists (the Board, attorney, etc) and regular attendees. The regular attendees to do need the full list and can be set where they cannot chat. As the host you can rename everyone so you could easily prep for using the ?allow to talk? at the appropriate time during a public comment time via video or just a telephone call. For your Zoom meeting did you have a camera at each of the commissioners or just one camera on a tripod? We might have to put a camera near a speaker and microphone for them to hear the Commissioners and the Commissioners to hear the public. We did not open our regular BoC meeting at all. All commissioners were at home except for the chairman who was in his office at the County. I am providing the link to the meeting below and I regret that I did not start the cloud recording at the very beginning because I was too busy trying to get everyone moved over as a panelist and figure out each time they would connect and reconnect. I?d advise atleast 15 minutes of call-in and prep time before the meeting. I did 10 minutes and used every bit of it! We started using Zoom about two weeks ago and have ramped up very well and now have our first special called meeting this Monday that will be using Zoom. We will be using the video portion for Zoom for our commissioners and will be taking call ins only for the public portion. There is a waiting room option and we will mute all attendees and get the dial-in caller id of the individuals that wish to speak and unmute that individual during the public comment period. Individually they would be vetted before the meeting starts very similar to the sign up sheet. Like Gary, we intend to use the regular in house system to join the Zoom meeting, perform the spotlighting of video and provide an AV output into our Granicus system for archiving. We?ll also use the cloud recording feature in Zoom as a backup. We are using Webex for the Council meeting. The last agenda item is a Public Comment period. The way we are handling this is citizens had until noon today to leave a voice message (Public Comment) on a telephone line specifically set up for this. All messages will be limited to 3 minutes, as in meetings in chambers. Staff will play the messages one at a time, stopping for any feedback by Council Members. In two weeks we will have a meeting that will include Zoning hearings. The is trickier because each item will have a presentation by staff, perhaps comments from the developer or resident asking for the zoning change, and the opportunity for other citizens to give input. Our plans are to have a second webex event for the developer, resident making request for zoning change, and other interested residents. We will allow just the audio for the second webex to participate in the Council webex. Again, staff will control this.
