We got the same notice – I have a call with our Spectrum rep tomorrow morning.  Below is the data that I found reference a bill passed.

In 2014, the NC Legislature added the following section to the General Statues:

2014 North Carolina General Statutes
Chapter 66 - Commerce and Business.
Article 42 - State Franchise for Cable Television Service.
§ 66-360 - Service to public building.

66-360. Service to public building.
At the written request of a county or city, a cable service provider operating under a State-issued franchise must provide cable service without charge to a public building located within 125 feet of the provider's cable system. The required service is the basic, or lowest-priced, service the provider offers to customers. The terms and conditions that apply to service provided to a residential retail customer apply to the service provided to the public building. Only one service outlet is required for a building. The cable service provider is not required to provide inside wiring and is not required to provide service that conflicts with restrictions that apply in a program licensing agreement or another contract. A public building is a building used as a public school, a charter school, a county or city library, or a function of the county or city. (2006-151, s. 1.)

This was repealed effective January 1, 2020:

§ 66-360: Repealed by Session Laws 2019-200, s. 10(a), effective January 1, 2020.

It was specifically repealed by House Bill 217. The summary for this bill is below:

AN ACT TO MAKE MISCELLANEOUS AND TECHNICAL CHANGES TO THE STATUTES RELATING TO THE DEPARTMENT OF INFORMATION TECHNOLOGY; AMEND VARIOUS STATUTES RELATING TO STATE AGENCY CYBERSECURITY; AMEND VARIOUS STATUTES RELATING TO THE EMERGENCY TELEPHONE SERVICE AND THE 911 BOARD; REPEAL THE REQUIREMENT THAT CABLE SERVICE PROVIDERS MUST PROVIDE CABLE SERVICE WITHOUT CHARGE TO A PUBLIC BUILDING LOCATED WITHIN 125 FEET OF THE PROVIDER'S CABLE SYSTEM; CREATE THE INFORMATION TECHNOLOGY STRATEGY BOARD; REQUIRE TRAINING AND CERTIFICATION OF POLICE TELECOMMUNICATORS; AND CLARIFY THE AUTHORITY OF THE STATE CHIEF INFORMATION OFFICER TO MAKE PERSONNEL DECISIONS RELATING TO EMPLOYEES OF THE DEPARTMENT OF INFORMATION TECHNOLOGY.

We received one as well but it didn’t list all of our locations that have complimentary service which was odd.  What are the alternatives? My initial thought was YouTube TV but their TOS makes it clear that it’s for non-commercial personal accounts only.  That being said, we only have service in office areas and break rooms not normally accessible to the public. One could make the argument that it’s not a public presentation in those instances.
